This PR updates the Snyk security scanning configuration in CircleCI to improve vulnerability detection and monitoring coverage based on Security Team guidance.

• Adds --all-projects flag to both Snyk monitor and test commands for comprehensive project scanning
• Adds specific monitoring for the buildSrc/build.gradle file with Gradle package manager
• Removes the || true fallback from the main branch monitor command
