fix(release): add publish readiness checks

Summary

• add package smoke and release check scripts
• include existing security/contributing docs in the npm package allowlist
• add atomcommit --version behavior with test coverage and README release commands

Verification

• npm test
• npm run check
• npm run smoke
• npm run package:smoke
• npm run release:check

Risk Level

• Low; CLI version output is additive and package contents only include existing docs.

Rollback Plan

• Revert this PR.
