Adds the target hardware catalog index and formal onboarding manual for the Zhihe A210 featuring an Octa-core RISC-V 64GCV (4xC920 @ 1.9GHz + 4xC908 @ 1.9GHz), 12 TOPS NPU, and up to 16GB of LPDDR4 memory. Includes the hardware overview, compliance checklist mappings, and firmware mirrors.
