This replaces the current system of commands and functions with a unified modules folder
There are 5 sub-folders, administration, moderation, operation, fun and utility. All extensions for the bot live in one of these subfolders
The system is designed to handle arbitrary subfolders and amounts, so any future categorization will work without code changes.
