adds safe non-blocking request submission, cancellation, completion probes, waiting, and native diagnostics.
also retains engine and callback ownership across request lifetimes, handles callback-thread cleanup safely, and adds concurrent lifecycle, sanitizer, and thread-sanitizer coverage.
