Fixes a marketplace lifecycle mismatch that hid legitimate jobs from Find Work after their first application.

Applying to a job intentionally transitions it from
opentoreviewing, and the backend continues accepting applications in both states. The public list and frontend CTA recognized onlyopen, so a job disappeared after its first application even though it remained application-eligible.TDD evidence

This is code and test work only. Diagnosis and verification did not mutate production jobs, applications, orders, payments, notifications, or customer records. Post-merge verification will use public read-only API/browser checks to prove jobs #24–#27 are discoverable and still application-eligible.
