Keep reviewing jobs visible under Find Work

Summary

Fixes a marketplace lifecycle mismatch that hid legitimate jobs from Find Work after their first application.

• Public GET /jobs now treats both open and reviewing as accepting applications by default.
• Explicit status filters remain exact.
• Seeded/sample employers and hired/canceled/non-accepting jobs remain excluded.
• Job detail and ?apply=1 behavior now use one jobAcceptsApplications() rule for both accepting states.
• Public inventory copy now says job(s) accepting applications rather than incorrectly claiming every returned job is open.

Root cause

Applying to a job intentionally transitions it from open to reviewing, and the backend continues accepting applications in both states. The public list and frontend CTA recognized only open, so a job disappeared after its first application even though it remained application-eligible.

TDD evidence

RED before implementation:

• Backend expected two application-accepting jobs but received one.
• Desktop/mobile browser regression expected 1 job accepting applications but received 1 open job.

GREEN after implementation:

• Backend: 397 passed
• Playwright: 110 passed, 6 skipped
• Security static checks: passed
• Public shell checks/sync: passed; 0 pages pending
• Performance budgets: passed
• Python syntax compilation: passed
• Frontend dependency audit: 0 vulnerabilities
• git diff --check: passed
• Added-range security scan: 0 findings

Safety

This is code and test work only. Diagnosis and verification did not mutate production jobs, applications, orders, payments, notifications, or customer records. Post-merge verification will use public read-only API/browser checks to prove jobs #24–#27 are discoverable and still application-eligible.
