Adds a planning document surveying speech-AI developments since millet's first release, with a scoped, license-aware upgrade plan. No code changes.
Docs-only; no release required.
(The DEFAULT_OLLAMA_MODEL bump that was originally on this branch was dropped: on saray the summarization backend is claudemax, not ollama, and a 27B model won't fit saray's 12 GB GPU anyway. Per-machine model choice belongs in MILLET_SUMMARY_MODEL, not a hardcoded global default.)
