Ships the gate/action hardening from #70: opt-in GateOptions (allowedAttesters, acceptedMethodologyVersions, requireEgressVerified), PAYMENT_PASSING, on-chain methodologyVersion + egressVerified surfaced for the read path, discovery off-by-default in the action, and the ci discovery warning. Version bump for the 0.20.0 release. Merge after #70 (the gate/action hardening) lands on
