chore: add root LICENSE so GitHub detects MIT#1

Per-tier LICENSE files exist at access-requests-api/LICENSE and access-requests-web/LICENSE — but GitHub's repo-level license detector needs a root-level LICENSE to mark the repo MIT in the sidebar and to expose license metadata to the API. Per-tier LICENSE files exist; the root-level one was missing, which made GitHub's license detector return null for the repo.
