Summary
Upgrades the Windows-only NuGet graph to WindowsAppSDK 2.3 and updates the compatibility documentation.
Dependency result
dotnet list src/DJConnect.Windows/DJConnect.Windows.csproj package --outdated --include-transitive --format jsonnow reports zero outdated packages. The upgrade includes the complete WindowsAppSDK component set, current WebView2, Win2D, Windows SDK build tools, MachineLearning and System.Numerics.Tensors.Compatibility
The upgrade is scoped to the Windows target framework. No backend contracts, TDE runtime, policy, schema, workflow mode or required checks changed. The Windows CI runner is the platform validation gate for the XAML compiler and packaged build.
