feat(debug): Properly decode truapi core traffic in the debug panel

What

After the Rust-core port #70 the wire tap emitted wire_<id> tags with raw SCALE bytes, so the panel was not able to know when an event was from the truapi core.

This PR rewires the debugger to properly detect events coming from the Truapi core.
