Additional mentions and tweaks in 2.17's "What's new"

This adds a few additional notes to the "What's new" for 2.17, based on some comments in #19168, as well as a skim of the release notes from 2.17.0rc0 and newer.

This also includes an explicit call out for the new sponsorship strategy.

• You can now specify addresses (or address specs) in the requirements section of tool in the pants.toml configuration file. This will help avoid the redundancy since you can point to some python_requirement targets that are a subset of all those used to generate the lockfile.

Thanks @AlexTereshenkov. I discovered that one was cherry picked to 2.16 and released in 2.16.0 via #19023, so I won't include it.

I'm going to merge this to have it in and start the cherry-picking process. Further tweaks can happen via separate PRs.

I tried to automatically cherry-pick this change back to each relevant milestone, so that it is available in those older releases of Pants.
