Should we also share an invite link to OpenSSF slack for those who may not already be on it yet? Something like:
Get a Slack invite, or go to the #wg-bear channel

The CONTRIBUTING.md file had several links where the URLs were commented out. This PR updates those links to be functional and where available changes the URLs to newer locations.
Also two edits are updates reflecting that this file had been created prior to the group's name change.
