Cloudflare currently prepends its managed crawl policy to robots.txt, so the public response differs from the release artifact. Preserve that exact existing 1,908-byte response in source and document the narrow provider cutover that stops automatic duplication after deployment.
No crawl permissions, training preferences or named crawler exclusions change. Repository and site checks pass; two fresh public responses matched the captured SHA-256, and the original file remains the exact suffix. Production cutover and final Origin/Edge equality are release steps.
