Release 0.2.27: persistent previews and calmer review

Summary

• Route Codex preview URLs into Milim's visible Preview inspector.
• Keep managed project preview servers available between account-runtime turns.
• Collapse recovered failure drawers, shorten command presentation without changing copy values, and share Inspector shell state by workspace.
• Prepare the summary-only 0.2.27 desktop release.
