Summary

expands the postal logistics CN22 model with line-item validation, EAD, signatures, document type decisions, and richer issue details
adds a minimal postal logistics API and React/Vite dashboard for running and inspecting live Cosmos-backed scenario runs
adds integration coverage for the postal dashboard API and keeps WebApplicationFactory targets unambiguous with API marker types
