Adds Cardinal, a VCV Rack-based virtual modular synthesizer plugin, from https://github.com/DISTRHO/Cardinal.

Notes:

• The repo's latest GitHub release (v2.12.0-style tags) ships a VCV Rack module (.vcvplugin), not DAW plugin binaries. This uses the "26.02" release, which is Cardinal's calendar-versioned release with the actual VST3/VST2/CLAP/LV2/AU plugin binaries.
• Version folder renamed to 2026.2.0 (year.month.patch) for clarity, since "26.02" isn't valid semver.
