paths are named by yyyymmddh - consume entire hourdir when the reports are aggregated and uploaded to s3 by the ooni-api-uploader, the path can conflict if the same hourdir is subsequently processed, so we want to ensure that the entire directory is processed before aggregation.
as each hourdir contains variable number of reports this makes it better to estimate the runtime of each batch
