Update CMake project metadata, CLI --version output, Sonar project version, and README workflow status for v0.3.2. Keep registry, app config, and history manifest schema versions unchanged because they are data-format versions. Verification: - cmake --build build - build/cfgsync --version - ctest --test-dir build --output-on-failure --quiet
