Add `.coveragerc` with tiered coverage policy, enable `pytest-cov` in CI, add `yarn test:ts` (vitest) step, and introduce vitest config. Include comprehensive tests for Python backends (DAGMC, OpenMC, CAD importers, depletion, overlap checking) and TypeScript services (python-info, sysmon-backend). Update `AGENTS.md` with coverage policy, `.gitignore` with `coverage.xml`, and `requirements-dev.txt` with `pytest-cov`.
