Blocked by typescript-eslint — not by our source

I dug into the two red checks. Root cause is a two-layer issue:

1. Lock file was out of sync (fixed). Renovate only bumped package.json; its renovate/artifacts step failed, so package-lock.json was never regenerated → npm ci aborted in both lint-test-build and Coverage. I pushed a regenerated lock file (96e76d3a6).

2. The real blocker: TypeScript 7 is not yet supported by the lint stack. TS 7 is the new native (Go) compiler with reworked internal APIs. typescript-eslint relies on those internals, and every available release — latest 8.63.0, and even canary 8.63.1-alpha.8 — still declares peer typescript >=4.8.4 <6.1.0. There is currently no typescript-eslint version that supports TS 7. Consequences after the lock fix:

• npm ci now fails with a strict ERESOLVE peer conflict (typescript@7.0.2 vs peer <6.1.0).
• Even with --legacy-peer-deps, eslint . hard-crashes: TypeError: Cannot read properties of undefined (reading 'Cjs') in @typescript-eslint/typescript-estree.

What already works under TS 7: tsc -b (build/typecheck) passes cleanly and vitest passes — our own code is TS-7-ready. Only the ESLint toolchain is the show-stopper.

Recommendation: defer

I opened chore/pin-typescript-lt7, which caps typescript at <7.0.0 in renovate.json5 so Renovate stops re-proposing the v7 major until the ecosystem catches up. Once a typescript-eslint release declares TS 7 support, we lift the cap and this update goes green.

Suggest closing this PR in favor of the pin.
