Update to enable pi labs on Azure

This PR does three things:

1. It changes the default config to match what's expected for Pi scoring. I can also leave this bit out, but I figured it had some value for quick iteration.
2. It updates the local installer scripts to install the Pi Labs provider by default.
3. It updates the Pi Labs provider itself to accept API key and endpoint variables from config.

Testing locally this is pretty performant. I will separately share relevant key and endpoint configuration parameters.
