Synced with scripts/sync-templates.sh from muxlang/.github (source PR: muxlang/.github#3). Markdown templates become structured issue forms; labels.yml bootstrap refreshed where stale. Part of muxlang/mux-context#5. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
