Don't use the `taiki-e/install-action` GitHub Action, it's easy enough to just run the cargo command directly.
Reduce the cargo-deny confifuration to the bare minimum. Also make sure it runs on the whole workspace and fix corresponding issues.

Simplify things and make
cargo-denyactually run on the whole workspace.
