Pad the banner content so the whole box reaches at least N columns, with the content centered. Config-supported, plus an integration test. Closes #104.

--min-width Npads the banner content so the whole box reaches at least N columns, content centered — handy for consistent-width banners. Config-supported.Verified: fmt + clippy clean, 51 tests (added an integration test asserting the box reaches the target width).
