mobius-governance

Answer only when warranted. Inject only what is fit to govern. A model-independent governance layer — MMV answer-entitlement + RCGov context governance — that you put in front of any OpenAI-compatible model. No reflective questioning on the interactive path, so it adds milliseconds, not seconds.

Most LLM wrappers add capability. This one adds restraint: it refuses or defers under-specified/unsafe turns instead of guessing, and it strips secrets and prompt-injection out of retrieved context before the model reads it.

Why this exists (and why no RQA)

The full MOBIUS INFINITY stack composes MMV with RQA (reflective questioning — it deepens an under-specified turn into a clarifying question). RQA is valuable but runs a multi-step reflection: ~15–20 s per ask on a local 12B. That is too heavy for an interactive path.

mobius-governance is the pragmatic tier: MMV + RCGov only, negligible latency (routing is local heuristics; governance is regex/entropy). The ask route is a pluggable seam (ask_handler) so RQA can be re-attached later as an opt-in, asynchronous / escalation tier — the restraint choice stays reversible.

Pass retrieved context in the non-standard governance object; the rest is vanilla OpenAI. Governance decides, the backend only runs on the answer branch.

Does it actually do anything? (reproducible under eval/)

Model-independent, no weights needed:

Verified live end-to-end against Gemma 4 12B via Ollama: a buried ignore all previous instructions… and an AWS_SECRET_ACCESS_KEY are filtered out, and the answer stays grounded on the clean context.

A larger head-to-head — naive RAG vs. this layer on the same Gemma 4 12B, N=100 per condition — is reported in the companion paper: prompt-injection compliance and credential leakage both fall 57% → 0% at ~1.3 ms added latency. Governance Before Generation, Zenodo, DOI 10.5281/zenodo.21357562.

Honest limitations

  • Injection defense is hygiene, not a security boundary. The guard is a regex over common override phrasings (12/12 on our corpus) plus RCGov's seed detector — a determined attacker can craft bypasses. Secret filtering is stronger.
  • The default MMV router is a heuristic stand-in — great on clear cases, not a deep reasoner. For production entitlement fidelity, inject the real engine (INFINITY_MMV=1, needs the MMV backend + Ollama) via InfinityRouter.
  • Reasoning backends (e.g. gemma4) spend tokens in a reasoning channel — give max_tokens ≥ ~400 or content comes back empty (the client falls back to the reasoning channel so nothing is silently lost).
