What does this PR do?
fetch delivery orders created by a specific user
Description of Task to be completed?
should have:
1 model method to get delivery orders by user id
2 GET /users//parcels endpoint
How should this be manually tested?
1 on post man enter the url http://127.0.0.1:5000/api/v1/users/1/parcels
2 should return delivery orders of user with id 1
3 response code is 200
