[ace] Upgrade to ACE 8.0.6 and TAO 4.0.6

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version, or no changes were necessary.
• Any fixed CI baseline and CI feature baseline entries are removed from that file, or no entries needed to be changed.
• All patch files in the port are applied and succeed.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Exactly one version is added in each modified versions file.

As there was no response in #51655 since a month, restored a old branch of me and updates to include @dg0yt comment. If I understand #51235 correctly, Unix has now also zd for the debug zlib library?

The strange syntax zlib.mpb was the only one I found that seemed to work. Unfortunately, it didn't worked to write the Debug/Release values directly without the dummy "if" statement. An empty specific didn't work either. According to AI, specific(prop:windows, !prop:windows) should also work, but this also doesn't really look any better.
