In #38085, we released 4 azure SDK libraries, and updated port manifest files to use
HEAD_REFand${VERSION}.This PR updates the rest of the https://github.com/Azure/azure-sdk-for-cpp/ ports to have the same changes, and also updates the remaining Azure SDK for C++ ports to have multi-line
$comment.This will keep all Azure SDK for C++ ports in uniform state when it comes to portfiles, reflects the mainfest changes from the repo, and will help to see minimalistic diffs during the next releases and in daily validation runs (#34835).
