Adds deterministic dossier-schema and prerequisites commands backed by the packaged validation schema and the same prerequisite evaluation used by assessment. The worklist binds dossier identity, schema, ruleset, completion state, and full generated finding contracts without opening evidence paths or mutating the workspace.
