The release workflow currently pushes the Fleet version directly to the HomeLab default branch, conflicting with its protected delivery process. This change prepares only a version-pin branch and draft PR, verifies the exact PR/base/head identity, and preserves a sanitized handoff artifact when access or target-state checks fail. Image/chart publication remains unchanged; the handoff does not merge or claim a verified deployment.

The finance skill and Copilot guidance now use the current integration schemas and preserve read-only bank access instead of prescribing obsolete export/token paths.

Validation: 14 isolated handoff tests, four existing release-workflow checks, Ruff, YAML parsing, skill validation, independent review and a secret scan of all eight changed/new files passed. Tests use fake GitHub responses. Actual Actions credential permissions and a Fleet rollout have not been exercised. The existing HOME_LAB_PAT needs Contents and Pull requests access for the target repository.
