💡 What: Added tooltip wrappers with dynamic tabindex handling to disabled bulk-decision buttons, added disabled styling, and added a global focus-visible outline.
🎯 Why: Improves accessibility and UX by explaining why actions are unavailable, giving visual feedback when disabled, and clearly highlighting focused elements for keyboard users.
📸 Before/After: Verified visually.
♿ Accessibility: Semantic wrapper pattern for tooltips handles tabindex cleanly without double tab stops.
