💡 What:
Wrapped disabled bulk action buttons on the Trust Ops page (trust-ops.html) in a .operator-action-wrapper span. When disabled, the wrapper gains a title explaining why it's disabled and a tabindex="0".

🎯 Why:
Users need to know why actions are unavailable. Native title attributes don't work on disabled elements in most browsers because they don't capture pointer events. A wrapper correctly intercepts these events to display the tooltip.

📸 Before/After:
Before: Hovering over the disabled 'approve' button showed no tooltip.
After: Hovering or tabbing to the disabled 'approve' button shows "Select at least one item to perform this action".

♿ Accessibility:
When buttons are disabled, the wrapper receives a tabindex="0", allowing screen reader and keyboard users to access the title attribute. When buttons become enabled, the JavaScript dynamically removes the wrapper's tabindex and title to restore standard button focus and prevent double tab stops.
