Route memory setup per engine instead of installing claude-mem uniformly: - claude/codex use claude-mem pinned to v12 (pre-account band: no email/login, carries the codex-cli/copilot-cli ide ids, one-shot install) - copilot uses native /memory via a guidance line; never shells out to the claude-mem installer (fixes the "copilot failed - install exited null" error) Gate the claude-mem search guide on a claude/codex wiring so a copilot-only run no longer gets a claude-mem guide it cannot use. Also harden the recursive-delete PreToolUse guard to read tool input from stdin (it was reading an unset env var and never firing). Includes the design spec and implementation plan.
