`config:recommended` opens a permanent "Dependency Dashboard" issue and keeps it open for ever -- closing it by hand just makes the bot file it again on the next run. It was the only open issue left in the org. Turning it off costs nothing that matters: Renovate still detects updates and still opens a pull request for each one, which is the part that does the work. What goes away is the summary issue, whose only live content here was a checkbox for triggering a manual run -- something `gh workflow`/the Renovate UI does too. Reversible in one line if the overview turns out to be missed.
