  Upgrade the toolchain and build to Zig 0.17. Unblocks dependencies that track zig master, in particular bumping zig-toml to main for opt-in strict config validation (#100).

• v0.4.0: init snapshot

  Connect to a live database: initial snapshot of existing rows, resilience to a WAL backlog and sink outages, and a Kubernetes deployment story. Also carries the defensive guards and in-flight fixes deferred from the GA release. Done when: on the load stand, a table with ~10M existing rows snapshots into Kafka, streaming continues from the consistent point with no gaps, and a cold start against a large WAL backlog does not restart-loop.
