Adds a request-local deadline for stdio MCP sessions so initialize plus tools/list or tools/call cannot consume the full PHP max_execution_time and fatal before returning a WP_Error. Includes unit coverage for no-limit and bounded PHP execution cases. Tested with vendor/bin/phpunit tests/unit.
