Adds an openclawp_show_setup_notice filter so host admin surfaces can suppress the first-run openclaWP setup notice without hiding the setup wizard itself. Includes unit coverage for the setup-page skip and host-screen filter arguments. Tested with vendor/bin/phpunit tests/unit.
