chore: prepare 0.1.0-rc.4 release

Summary

• bump @lexmount/dsh-browser to 0.1.0-rc.4
• keep the lightweight package contents from the merged documentation cleanup
• preserve the pinned browser-cli v1.1.13 source and supported Windows/macOS assets

Validation

• npm run release:check
• 21/21 tests passed
• npm package verification passed with 19 files
• Windows x64 and macOS ARM64 native assets verified
• Linux remains unsupported and deferred

After merge, push tag v0.1.0-rc.4 to trigger the tag-only release workflow.
