The wg-arch-arm working group is currently unstaffed. Nominate Lee Yarwood as the new chair, replacing Howard Zhang (moved to emeritus). Update the chair, subproject leads, and OWNERS across sigs.yaml, sig-list.md, and the wg-arch-arm directory. What this PR does / why we need it:
The wg-arch-arm working group is currently unstaffed with no active chair. This PR nominates @lyarwood as the new chair, moving @zhlhahaha to emeritus status.
As someone who has been actively working on ARM support for KubeVirt, I'm volunteering to take on the chair role to ensure the working group has active leadership. That said, as ARM support in KubeVirt matures and becomes a first-class citizen, the need for a dedicated working group may diminish — I may propose retiring wg-arch-arm in the future if it is no longer required.
