Nominate lyarwood as wg-arch-arm chair

What this PR does / why we need it:

The wg-arch-arm working group is currently unstaffed with no active chair. This PR nominates @lyarwood as the new chair, moving @zhlhahaha to emeritus status.

As someone who has been actively working on ARM support for KubeVirt, I'm volunteering to take on the chair role to ensure the working group has active leadership. That said, as ARM support in KubeVirt matures and becomes a first-class citizen, the need for a dedicated working group may diminish — I may propose retiring wg-arch-arm in the future if it is no longer required.

Changes:

• Replace @zhlhahaha with @lyarwood as wg-arch-arm chair (moving @zhlhahaha to emeritus)
• Update arch-arm and ci-arm subproject leads in sig-buildsystem and sig-ci
• Update wg-arch-arm OWNERS and charter
