Mount the OKF knowledge viewer on rocci.dev

Summary

• Packages the existing rocci-okf static review site under /knowledge/ as a foreign lane (not a Rocdown mount), with --base-path / --public export, site-lane strip from site/rocdown.toml, and robots.txt pointing at /knowledge/sitemap.xml.
• rocci-ops site and package site copy that tree into dist/rocci.dev/knowledge/ after the Rocdown package; a failed knowledge build fails the site package. rocdown view site stays catalog-only.
• Home/Project copy treats Knowledge as working memory (docs stay at /docs/). Cmd-K catalogs stay separate. Plan is not logged complete until CI and Knowledge succeed.

Test plan

• cargo test -p rocci-okf -p rocci-ui -p rocci-rocdown
• uv run --directory tools/rocci-ops pytest tests/test_local.py
• cargo run -q -p rocci-okf -- check knowledge --profile rocci --format terminal
• After merge, confirm CI and Knowledge workflow run IDs, then log the plan complete
• Optional: uv run rocci-ops site (or package substitute) and open /knowledge/, a collection, a concept, /knowledge/review/, then a site lane back to Docs; Cmd-K on docs vs knowledge stays split
