- add desktop project/workspace persistence with active project state, default inputs, export dirs, and recent export tracking
- extend Tauri DTOs, commands, and service APIs for project CRUD, active project switching, policy load/validate/save, and report export
- make desktop analysis flows project-aware so active project defaults feed ELF/map/rule/git inputs
- add a desktop policy editor foundation with TOML/JSON parse validation and project-linked rule file saving
- add report export support for dashboard, run, diff, history, and regression snapshots in html, print-html, and json formats
- add recent export persistence and surface it in the desktop UI
- expand the desktop settings screen with workspace/project management, policy editing, and export controls
- update README and Japanese manual docs for Phase D4 desktop capabilities
