Implemented a device administration component that reboots the phone on a configurable fialed unlock attempts.

It works for me (in a nexus 4), but it needs some love in the gui and a code cleanup.

I detected that it does not work properly since the max amount of attempts is set to 0 on reboot thus reboots on first fail (see agvim#1). I have it configured to 1 attempt so I did not realize it until I played a little with the app.

Currently I have no time to fix it. I'll try to throw a weekend on it as soon as possible :)
