Summary

Closes the v0.14.1 unit-system and acceptance work without changing frozen benchmark answers or formally admitting deployment factor records.

• preserves conditioned-volume conversion evidence direction and requires evidence for every ambient/conditioned volume crossing
• resolves FIN-05 as MORE_INPUT_NEEDED with the qualified record retained only as REFERENCE_ONLY
• preserves sealed v2 first-failure/post-fix evidence and sealed v3 NO-GO caused by an incorrect frozen expected answer
• adds a separate, previously unused sealed unit v4 dataset that passed 21/21 on its first Resolver run
• records the three structured electricity records as blocked pending formal source evidence
• bumps the package to 0.14.1 and updates release documentation

Acceptance evidence

• Core: 324 passed, 87.06% branch coverage (Python 3.11)
• Compatibility: 324 passed on Python 3.12 and Python 3.13
• Offline harness: 13 passed, 43.24% branch coverage
• Evaluation critical path: 6 passed, 84.10% branch coverage
• FactorBench v1/v2/v3, frozen unit v1, sealed unit v2 and v4: PASS
• Portfolio: 40/40 correct source Top-1; FIN-05 remains MORE_INPUT with correct REFERENCE_ONLY; boundary/subject/unit/forbidden escape = 0
• Ruff, mypy, compile, package build and 0.14.1 archive isolation: PASS

Local Docker Desktop did not become responsive. The protected remote container check is therefore a mandatory release gate and is not waived.
