docs(parity): mark Workstream A complete & merged in the sweep tracker - #79

The sweep SCOPE.md progress table was stale (2026-08-03, "Not pushed / nothing fixed"). In reality Workstream A — all bug fixes #3–#47 — is now merged to main and every bug issue is closed (spot-verified on main: #3's `Stop { should_auto_resume }` + `LegacyStop`, #37's `owns_control_master`). Record the follow-on #4/#5 closures too, and flag Workstream B (#11 feature ledger, ~40 BYOP-adapted builds) as the only remaining parity workstream, needing maintainer prioritization.
