Add WIP_OPEN_PR_AGE_HOURS_MEDIAN metric measuring the median age (hours) of a user's currently-open PRs as a WIP-queue signal. Point-in-time, date-unbounded query. Wires the metric end-to-end: - MetricType enum + WipOpenPrAgeCalculator - findOpenPrsByRepoIdsAndAuthorLogin repository query - GET /metrics/wip-open-pr-age endpoint - Dashboard KPI tile + metrics API client - Unit/controller/frontend tests
