feat(android): 支援 USB MTP 媒體評分

Summary

• add strict MTP object-property codecs and 0x9801..0x9804 session operations
• expose Android USB media rating only after per-format writable UINT16 0-100 descriptor and concrete object read validation
• map 0-5 UI stars to 0/20/40/60/80/100 and require exact same-handle readback
• keep unsupported formats and app-private host captures out of the rating UI
• document the standard path and why ambiguous Canon 0x9140 is not used
