fix(atak): make ATAK local mode read-only monitor

Summary:

• make ATAK Local mode turn the right rail into a read-only ATAK/Ollama monitor
• force active /api/prompt traffic onto the tera-atak-live Ollama profile
• let the ATAK plugin accept PromptResponse chat replies as successful responses
• log Ollama/backend errors into the mirror so failures are visible

Test plan:

• .venv\Scripts\python.exe -m pytest tests/test_llm_dev_stream.py
• .venv\Scripts\python.exe -m py_compile llm_dev_kmh/app.py
• node --check llm_dev_kmh/static/app.js

Notes:

• Android Gradle build not run on this checkout because local ATAK SDK artifacts are gitignored and not present.
