Re-runs json-signer / servtd-collateral-generator / migtd-policy-generator against the current issuer key, refreshing the signed policy_v2, servtd collateral, tcb mapping, td_identity, and the bundled policy_issuer_chain.pem so the pre-production fmspc collateral matches.
