Bumps the Dockerfile builder golang:1.24->1.25 and the govulncheck job to Go 1.25.11. Trivy image scan now reports 0 HIGH/0 CRITICAL on the Go binaries and govulncheck returns 'No vulnerabilities found' (gate green).
